A note on casino licensing in South Africa

South Africa does not currently issue a dedicated online casino licence. Every operator on this page offers its casino-style games (slots, roulette, blackjack, live dealer titles) under a sports betting bookmaker licence, not a casino licence — the two are legally distinct categories.

In October 2025, the Supreme Court of Appeal ruled that Gauteng-licensed bookmakers may not offer fixed-odds bets on casino-style games such as roulette, since these games don’t qualify as “sporting events” under Gauteng’s gambling legislation. The National Gambling Board has stated this ruling applies to bookmakers nationwide. However, the Western Cape Gambling and Racing Board and the South African Bookmakers’ Association dispute that interpretation, and this disagreement between regulators remains unresolved. In practice, WCGRB-licensed operators are continuing to offer casino-style games under their existing bookmaker licences.

What this means for you: an operator holding a valid South African bookmaker licence is operating legally for sports betting, and is currently offering casino games under an interpretation of that same licence that has not yet been finally settled by the courts.
